It works i.e. gives some excess energy of still unknown origin.
But excess energy is only a necessary condition for being a real energy source. For a short list of the other conditions see please:
Actually explosives also give excess energy but cannot be considered a source of energy.
Let;s be realistic and let's think according to the basic rules of engineering the E-cat has a long way to go to be an energy source able to replace other sources.
